Turning shifts down
Nothing is assigned to you. Declining does not move you down a list, and a pattern you tell us about once stops appearing.
If a unit cancels
Facilities call off for census. We pass it on as soon as we have it, anything already worked is paid on the normal payday, and we look for a replacement the same day.
What makes up the rate
Base hourly by specialty and setting, plus night, weekend and holiday differentials, itemized in writing before you accept. Per diem is local work, so no housing stipend applies.
How you are employed
On our W-2, with taxes withheld and workers' compensation in place. You do not invoice us, and you do not settle anything in April.

One year in the specialty you are claiming shifts in. Per diem units expect you to take report and carry an assignment from the first hour, so there is no orientation period built in.
Some facilities ask for two years, and a few ask for a specific certification. Those are listed on the shift before you claim it.
Within about 90 minutes of the facility. Units confirm per diem shifts a couple of hours ahead, so the radius exists to make sure you can actually get there.
A few facilities set their own limit, usually 50 miles. Where that applies it shows on the shift.
Yes, and most people do. Your file is credentialed once and then submitted to each facility you want to work in, so adding a second or a third does not mean starting again.
The only limit is what each facility requires of its own, which we handle rather than you.
Ask for the pay in writing with every component shown separately, ask what happens to your credential file if you leave, and ask what they do on the day a shift falls through.
